In August, the NYS Office of Mental Health (OMH) issued a request for proposals to add 10 new Youth Assertive Community Treatment teams around the state. Once contracts are awarded, children in 17 counties will have access to the Medicaid-funded program, which features a psychiatrist, licensed mental health counselors, care coordination, peer support and other in-home supports for children and their families.
The Hope Rocks Festival Saturday, Aug. 14, at Cantine Field was filled with the sound of music, the aroma of festival food, and tables staffed with volunteers and information aimed at combating addiction and suicide.
As our city continues to move towards recovery from the pandemic, mental health support is available. That’s a commitment from the Mayor’s Office of Community Mental Health and all of our partners, including Astor Services for Children & Families.
More than $16,000 Raised to Benefit Astor Services for Children & Families
Several Hudson Valley restaurants recognized Mental Health Awareness Month in May and showed their support for Astor Services for Children & Families and the mental/behavioral services the nonprofit provides to children and families throughout the Hudson Valley and the Bronx.
In June, the Sip Into Summer event featured some of the finest wines of the Hudson Valley in support of Astor Services. Astor has provided more than 155,000 tele-mental health sessions and has admitted over 3,800 new clients since the start of the pandemic.
For the third consecutive year, Astor Services for Children & Families announced that its Astor Learning Center, located in Rhinebeck, NY, was selected as a 2020-2021 National Association of Special Education Teachers (NASET) School of Excellence. Serving thousands of children and families throughout the Bronx and Hudson Valley, the nonprofit offers residential and early childhood programs, community-based behavioral health and prevention services.
All children who enter foster care have a goal of permanency. The nature of foster care is to provide a temporary place for a child to reside, before returning home to their birth family. But what happens, when, in many cases, a child may not be able to return home?
Since March of 2020, COVID-19 has put up barriers to normal life for all of us. For many children and teenagers, the effects of isolation – lockdowns, social distancing, bans on gatherings, distance learning – have been devastating. We asked Todd Karlin, Psy.D., chief program officer of Astor Services (a Catholic Charities of New York–affiliated agency serving children and families in the mid Hudson Valley and the Bronx), to give us an overview of what young people are facing and what parents and community members can do to help.
Hudson Valley restaurants are stepping up in a big way for the month of May in recognition of Mental Health Awareness Month and to show their support for Astor Services for Children & Families (Astor) and the mental/behavioral services the nonprofit provides to children and families throughout the Hudson Valley and the Bronx. Astor has provided over 155,000 tele-mental health sessions and has admitted over 3,800 new clients since the start of the pandemic.
Ulster County Executive Pat Ryan has appointed a 26-member task force to identify gaps in the county’s existing mental health and substance use disorder services. Michele R. Conner-Shephard, director of outpatient clinics/school-based and budget performance specialist, Astor Services for Children and Families will serve on the task force.
The impact of the Covid-19 pandemic has been extraordinarily difficult for families with young children. For families with youngsters dealing with mental health challenges, this period has been even more difficult.
In this week’s edition of Suite Talk, Business Journal Senior Enterprise Editor Phil Hall speak with Yvette Bairan, CEO of Astor Services for Children & Families, about her organization’s work during this unprecedented time. Bairan became CEO of the Rhinebeck-based nonprofit in January after serving as interim CEO since July 2019.
Astor’s Dr. Todd Karlin, offers insight into student’s struggles during the COVID-19 pandemic
Dr. Todd Karlin, chief program officer for Astor Services, said through surveying his programs and talking with professionals in crisis programming in Dutchess County, he’s seen an increase in significant incidents, and kids struggling.
The Astor program served 1,983 clients in Dutchess in January 2020 and 2,098 in January 2021. While that increase may not be significant, he said more students are seeking services when they are already in a serious crisis.
“Kids aren’t being identified as early as they normally would when they are beginning to struggle,” Karlin said. “For that reason, the overall number of kids referred to us are down, so now when the kids do come in, they are already in crisis, they already may be having some significant behaviors and are really struggling at that point.”

Donations Brighten the Holidays for 2,300 Children in the Bronx and Hudson Valley
Over the course of three months ending in December 2020, Astor Services for Children & Families, provided gift cards to families and children in need through its annual Adopt-A-Family program.

Yvette Bairan, CEO of Astor Services for Children & Families and a Poughkeepsie resident, has been named one of the Bronx’s “Power Women” by Schneps Media in New York City. In a virtual event held on January 21, 2021, Bairan was celebrated as “one of the women that make the world run.” The ceremony honored women who lead in their chosen fields and in their communities and use their voice to help the next generation.
Astor Services for Children & Families has received a $180,000 grant from the Tiger Foundation to provide services to its clients and to address unmet needs in the Bronx due to COVID-19, through a systemic screening program. This program will identify students and families in need; ensure that referrals and services are being provided in a timely manner; and that these services are positively impacting the well-being of clients.
As we enter the 10th month of the Covid-19 pandemic, parents and caregivers continue to face challenges in childcare, homeschooling and disruptions of routines. This is a difficult time for adults, but what about children and adolescents? Parents’ stress in coping with the pandemic can negatively affect their children’s mental and emotional health. In addition, children may feel isolated and are likely to be missing opportunities for social connection and exercise through in-person schooling, clubs, leagues, teams and their faith communities.
Here are some suggestions for online shopping, just in time for Cyber Monday or any time thereafter, that will help a cause — arts institutions, wildlife programs, nonprofits.

They represented the 86 Dutchess County children who lost opportunities to participate Head Start and Early Head Start this year – and the 22 employees who lost their jobs -- as a result of Federal "Sequestration" budget cuts.

According to Mary Sontheimer, assistant executive director, budget cuts were enacted when a deadline for adopting the federal budget passed last April, which triggered sequester reductions for various federal programs. In Dutchess, the cut resulted in a $340,000 reduction in funding, which meant that 86 children would lose monetary support, Sontheimer said.

“The event went better than expected. We had twice the number of children to buy for this year so we were worried about getting enough gifts for all, but we were able to get all of their requested gifts and then some,” said senior-class co-adviser Alyson Dodge.
Brigetta Barrett, former student at Astor's Head Start Program in Beacon, NY, currently in her senior year at Arizona State University won the silver medal in the High Jump event at the 2012 Olympics in London.
Barrett’s medal is the first for anyone to spend 10 or more years in Dutchess or Ulster county since Hyde Park’s Patrick Manning won a silver medal in rowing in 1992 in Barcelona. Four others share that distinction.
“I’m not going to lie; I kind of blacked out” attempting 6-8, Barrett said. “I was very scared. I know this is what we do, and people don’t really expect us to be afraid of a bar. There’s a moment between step seven and eight where I have to decide if I’m really going to go for this jump or not. I was just like go for it and trust yourself and trust God. I put my foot down and closed my eyes and when I hit that mat without hitting the bar, I was like, ‘Thank you Jesus.” - Brigetta Barret

Suzanne Button, PhD, assistant executive director at Astor Services for Children and Families, described how her agency employed evidence-based practices (EBPs) to improve outcomes and change the culture.
All of Astor’s clinical sites are now using practices that have evidence of success in scientific literature behind them.
They also have seen an increase in employee satisfaction, according to Button.
“People now ask for research, they ask for outcomes, they ask for a practice that works,” Button said.

On April 14, Magee Hickey will host another annual event in her father's honor, a cabaret featuring nearly two dozen New York television reporters and personalities singing, dancing and generally trying to trip the light fantastic for a good cause.
